Municipal indigent relief
Every South African municipality operates an indigent support programme that reduces or writes off rates, water, electricity and refuse charges for qualifying households. It is under-claimed, and it addresses exactly the arrears people most often borrow to cover.
Qualification is means-tested against household income and the thresholds differ by municipality, so the only reliable answer comes from your own. Grant recipients and pensioners frequently qualify.
Support typically includes a free basic allocation of water and electricity, and a reduction or write-off of rates and refuse charges. Existing arrears can sometimes be written off as part of registration.
Apply at your municipality directly, with your ID, proof of income for the household, and your municipal account. There is no charge, and no agent is needed.
Registration usually needs annual renewal. Missing the renewal quietly reinstates the full charges, which is how households that qualified find themselves in arrears again.
